Insert a shape
Insert a keyframe to the right
Alter the shape of the image while in the new keyframe
Click frame one, open the frame panel and select "shape tween"

Hints:
Keep it simple.
Try to only shape tween things with the same lines and fills.
Combining Motion Tween with Shape Tween
Do the shape tween and as part of the tween, move the shape. The timeline
will show a shape tween but the object will move also.
Shape Hints
Sometimes you have to give Flash a hint so it knows how it should "morph".
Create your two shapes.
Select the first keyframe.
Select Modify, Transform, Add Shape Hint.
A little letter will pop up that you drag to the place you want to attach
to the other shape.
Go to the next keyframe. the little letter should also be there. Drag
it to where you want the two images connected.
