Open a new page.
Click Insert, New Button.
Create a button on the Up frame.
Click on Over Tab, then Copy up graphic. Make changes...
Click on Down Tab, then Copy up Graphic. Make changes...
Click on Over While Down Tab, then Copy up Graphic. Make changes...
Click on Active Area Tab, then Link Wizard. Add neccessary ingredients...
Close the window. The graphic should appear in the page.
Add any more buttons needed.
Click File Export.
Do the usual...

Creating a Nav Bar
Create buttons that you want to use.
Click on Insert, New Symbol.
Select Graphic, name it and click Okay.
The symbol editor should be open.
Create a background for the nav bar.
Drag the buttons onto the Nav Bar.
Click on the right facing arrow of the Layer panel and select "Share
This Layer".
Click on the frames panel and add as many frames as there are states for
the buttons (usually 4).
Close the symbol editor. An instance of the Nav Bar should appear in the
library.
Clear the editiing area and drag out one instance of the Nav Bar.
Export in the usual way.
Creating a disjoint rollover
The order in which elements are created is CRITICAL.
